Valiant Major Dorjee Leta gets Sena Medal

ITANAGAR, Jan 23: Major Dorjee Leta from remote Jang village under Tawang district, Arunachal Pradesh has been awarded with Sena Medal, a gallantry award for his courageous act during "Operation Dardpura" on 29 January 2016.
Major Dorjee's name was announced for Sena Medal on 15th August 2016 and he was conferred with gallantry medal on Jan 15 last by Chief of Army Staff General Bipin Rawat during Army Day in New Delhi.
He was an active commander of operational teams of Rashtriya Rifles Battalion deployed
in Lolab Valley in Kupwara district of Jammu & Kashmir. On 29 January 2016, he led
operational teams in Chohan Mohala in the Dardpura Village where two Lashkar-
By the night fall, Major Dorjee decided to carry out a house entry drill as further delay would have favoured the terrorist to flee. While displaying raw courage, Major Dorjee led his team from the front. As he approached the hideout, the terrorist opened indiscriminate firing.
Major Dorjee retaliated despite serious injury on his right knee. Startled by heavy volume of fire, the terrorist lobbed grenade but could not cause any casualty. He displayed absolute selflessness and extraordinary valour, disregarding the magnitude of shelling, he crawled ahead and killed the second terrorist.
Apart from heroic service to the nation, Major Dorjee's story of elevation to current rank itself is truly inspiring. He joined the Indian Army as Sepoy (rifleman) with Assam Regiment way back in 2000. After two years in service, he cleared the examination to gain entry to Army Cadet College, conducted by UPSC and Service Selection Board in 2002. He joined Indian Military Academy (IMA) Dehradun in 2003 and was commissioned as Lieutenant in 2006.
The courageous Major Dorjee Leta is yet to be recognized by the state government, despite being conferred with one of prestigious awards in Armed Forces. Chief Minister Pema Khandu government had announced to give incentive for Armed Force medal winners recently, wherein it was said that Sena Medal winners would be given Rs 3 lacs.
MLAs merger case listed for hearing on Feb 17
ITANAGAR, Jan 23: Gauhati High Court, Itanagar permanent bench today watered Congress's hope of getting interim order to stay the merger of its 43 MLAs to People's Party of Arunachal (PPA).
The writ petition challenging merger of 43 INC MLAs into PPA was filed by APCC president Padi Richo vide W.P. (C) 613/2016 was listed for hearing today in the Court of Justice A M Bujorborua at Itanagar permanent bench of Gauhati High Court.
However, the court ordered that the matter will be listed for final hearing on February 17 and directed the respondents to file their affidavits by 3rd February.
Advocate M G Mittal appearing for Richo started the argument and pleaded to the court for issue of an interim order to stay the merger of 43 MLAs from INC to PPA and challenged the order issued by the speaker on the said merger.
Defending the case for speaker and secretary Legislative Assembly, advocate general Nilay Dutta clarified the court that the "petition itself is not maintainable in the High Court so there is absolutely no question of any interim stay order to be passed."
Dutta said no order as such was ever issued, rather a bulletin informing the merger was published in the Assembly.
DCM seeks master plan for State University
ITANAGAR, Jan 23: Deputy Chief Minister, Chowna Mein in a meeting with chief engineer PWD (Western Zone B) at his official residence here on Monday has called for a Master Plan of Arunachal Pradesh State University, Pasighat. He asked the Chief Engineer to submit the Master Plan with estimates in the first week of February.
During his visit to the State University site on Sunday, the DCM had observed that the department has been haphazardly trying to begin the construction work without any Master Plan .
Seeking demarcation of the University area with concrete walls to protect it from any encroachment, the DCM asked the CE to submit the estimate for the boundary wall immediately.

State govt. to streamline medicine distribution
Ziro, Jan 23: State government has set up a committee to streamline distribution of medicines in order to prevent shortages in the district and has also signed a MoU with a company to identify and repair medical equipments. This was informed by Health and Family Welfare Minister Jomde Kena on Monday during an interaction program held in the Conference Hall of the General Hospital, Ziro.
Minister further said "Doctors, nurses and paramedical staffs are the forerunners in changing the health scenario of the state. Your dedication and sincerity towards your duties alone can assist to materialize the health programs and policies of the state government,".
While exhorting the staffs to maintain cordial environment in the hospital, he further said, “The entire medical fraternity has to work as a cohesive team to realize the dream of a healthy society. Women Commission’s legal awareness prog at Wakro concludes
ITANAGAR, Jan 23: The six days legal awareness programme organised by the Arunachal Pradesh State Commission for Women (APSCW) on the topics "Domestic violence and free legal aid, compulsory registration of marriage and polygamy, substance abuse, livelihood, child marriage and force marriage and Women related laws and property rights, health and hygiene/ POCSO Act" concluded at Tamlu Du Hall, Wakro, Lohit district on January 21. The programme was sponsored by the National Commission for Women.
Speaking on the occasion, APSCW Chairperson Mitali Tingkhatra has discouraged child marriage and force marriage and also explained the impact of such marriage on the children and their future.

Dr.Kenyi Ete, the Course Coordinator, stressed on the importance of Biomedical Waste Management (BMWM) and explained how mismanagement of hospital wastes could adversely affect the common people, the hospital staff themselves and the environment.

In the technical session, the resource persons dwelt at length on the various aspects of BMWM (Management Handling) Rules 2016, Systems & Technologies and setting up of Waste Management Systems.

TWS conference held
ITANAGAR, Jan 23: The 3rd general conference of Tai Welfare Society (TWS) concluded at Nyikum Niya Complex, Nirjuli on January 22.
The day two of the conference witnessed volleyball and cultural competitions. The volleyball competition was won by Yangte Village and Pagba Village Cultural troupe stood first in the cultural competitions.

"There are no lapses on the part of District Administration pertaining to utility shifting. DA office wrote a letter to the executing firm and directed them to submit information regarding names of person and location wherever the Construction work is being obstructed. Further DA asked them to give the name of department and its location of standing utility services obstructing the construction work but till today there is no such report," the association stated. They have also warned to start series of democratic movement after the expiry of their 10 days ultimatum and also alleged that government has not till now responded to their demand.

Org seeks better facilities for entrepreneurs
ITANAGAR, Jan 23: The All Arunachal Pradesh Entrepreneurship Development Association (AAPEDA) has appealed for better facilities for upcoming entrepreneurs and better implementation of related schemes in the state.
It demanded that the organization should be given special priority by financial agencies for executing various schemes and projects, in a seven points memorandum submitted to the Governor.

Engage all the rebel groups
Ever since the government of India entered into framework agreement with Naga rebel
group NSCN (IM), there has been surge in insurgency activities in North East region.
Underground groups like NSCN (K), ULFA (I) and others are conducting coordinated
attacks especially targeting the Indian army. In the latest such incident on Sunday,
two soldiers of Assam Rifles were killed along the Assam-
Strangely the latest attack took place at the time of Pangsau Pass winter festival. Large numbers of tourists were stranded for hours due to the incident. Government of India needs to wake up from their deep slumber and take note of the sudden rise in insurgency activities in the region. They should understand that military solution is not feasible in the long run. Government will have to initiate dialogue process with other rebel groups. Rebel organisation like NSCN (K) and ULFA (I) still has considerable presence in states like Arunachal Pradesh, Assam, Nagaland and Manipur. Peace process will not be completed without involving them and other UG groups. The government of India often talks about Look East Policy but it will not be successful unless peace prevails in North East region.

Corruption and road safety

It is horrifying that the number of road accidents has astronomically been increasing in India since 2001 ~ from 80,900 in 2001 to as many as 1,41,526 in 2014 ~ a 75 per cent jump! Interestingly enough, a recent study indicates that a country’s corruption level determines the number of its road accidents.
India’s poor standing in Corruption Perceptions Index (76th) is therefore manifesting

Improve exam system
Dear Editor,
I seek to express my views on the use of unfair means by students and teachers of private schools during examination. The use of unfair means by student and teacher has become very common but menace has become very dangerous now. Copying in examination goes on unchecked mostly in private institution. No wonder some invigilators are found helping the examinees in unfair means. The evil has become deep rooted.
In fact the examination has become a farce. They have lost their meaning. The purpose of holding exam is to test student’s ability. Any system of examination that doesn’t serve this end has no purpose. The sooner it is abolished the better it will be.
During upcoming CBSE exams, centres should be in government schools. No single private schools should be allowed to conduct exams in their schools.
If 10th or 12th standard students of private school can’t answer the formula of water, what is use of wasting thousands of hard work earned money in these institutions?
